The XIX century had ended with an economic crisis and with strong political and social tensions as the
assassination of the King Umberto I of Italy (Monza, July 1900) and the massacre of Buggerru (mining area
of the Iglesiente, Sardinia , 1903-1906). In this context the First World War was originated by political,
military, economic and social causes. The expansion of colonialism, especially english, accentuated the
contrasts between the European powers and on the eve of war, two blocks were ready to challenge militarily:
the “Central Powers” (Germany, Austria-Hungary) and the Triple Entente (Russian Empire, the French
Third Republic, the United Kingdom of Great Britain and Ireland). The decision to go to war was presented
as a necessary requirement for the good of the nation. It spread a positive opinion on the war. It was thought
that the war would be short. In fact the war created an opportunity for wealth for the industrial groups and
the military establishment, and this allowed its extension. The assassination of Archduke Franz Ferdinand,
heir to the throne of Austria, at the hands of a Serbian nationalist (Sarajevo, June 1914) led Austria to declare
war on Serbia, and in this way triggered a chain reaction that involved all the European powers except for
Italy which, for the first year, declared itself neutral. In Italy clash politically two sides. The neutralist
formed by the Giolitti�s Liberals, by Catholics and Turati�s socialists failed to impose itself despite represent
the majority of the Italian people. The interventionists were favorable entered the war, and among them
were the supporters of the king and the Salandra government, the nationalist Gabriele D’Annunzio and the
ex- socialist Benito Mussolini. In April 1915, it was signed a secret agreement called “Pact of London”
concluded between the Italian government and representatives of the Triple Entente that ensured substantial
territorial compensation to Italy in exchange for his entry into war against Austria. Italy agreed and went to
war in May 1915. The Sardinians fought in various army units (brigades Lazio, Calabria and Reggio,
Taranto) but most of them were recruited in the Sassari Mechanized Brigade. 1917 was a crucial year for the
fate of the conflict that, from a military point of view, was favorable to the Central Powers. Russia was
plunged into a deep military and social crisis that led to the fall of tsarism and the Bolshevik Revolution, the
Austrians and the Germans forced the Italian army at Caporetto to a hasty retreat. After three years of war it
spreads all armies distrust and rebellion that generated phenomena of mutiny and desertion. United States
entered the war and the victories of the Triple Entente (November 1918) led to the surrender of Austria and
Germany sanctioning the end of the conflict.
The post-war crisis in Italy and the advent of Fascism
The war had for Italy high human and economic costs, devaluation of the lira, mass unemployment. This
social unrest damaged the weak class but also the middle class, creating a wave of strikes in 1918-20 that led
to the occupation of the factories by the workers. This tension is caused by nationalists who spread the myth
of the “mutilated victory” into believing that Italy had not obtained at the peace table (Versailles),
appropriate compensation for the sacrifices made in war. There was also the nationalist occupation of the city
of Fiume (Istria, 1919) in contravention of the peace treaties and the conflict between the working class and
industrial bourgeoisie (1920). In 1921-22 the fascist action took root and grew in intensity especially in the
small and medium industrial and agricultural bourgeoisie. In March 1919 Mussolini organized the first
structure of the �fasci di combattimento� while in Sardinia was born on sardista movement (Psd’Az) of ex-
military islanders. October 1922 Mussolini taking advantage of the political crisis, organized the March on
Rome.The king did not intervene and paved the way to the advent of fascism. Mussolini was appointed
chairman of the board, took power he exercised dictatorial until 1943 (Ventennio Fascista).
Public works and reforms made by the Fascism in Sardinia
Mussolini approved the �legge del miliardo� (1923) to realize in Sardinia a series of public works included
in the Integral Reclamation Plan. The interventions of the reform were: the construction of the lake Omodeo
and the design of other artificial reservoirs, the reclamation of Arborea, Nurra and Sanluri, the establishment
of the province of Nuoro, the intensification of agriculture, the development of the school and education,
road construction, press censorship and the loss of autonomy of local governments. Regarding city planning,
the cities founded throughout Italy under the Fascist are 147. In Sardinia, the largest city are three: Arborea
originally called Mussolinia of Sardinia (1928), Fertilia (1936), Carbonia (1938) but thera are added other
small settlements scattered throughout the island. The Fascist building programs reproduced in every
province the image of the Central Government and were based on the principles of rational city planning.
The base model consisted of a central square, in which there was a Littoria Tower, around which were
erected the main public buildings like the Town Hall, the Church, the Casa del fascio, the barracks of the
Voluntary Militia for National Security (MVSN ), post office, school etc. Around this core there were
neighborhoods.
La Prima Guerra Mondiale
Il secolo XIX si era concluso in un clima di crisi economica e di forti tensioni politiche e sociali come
l�attentato al re d�Italia Umberto I (Monza, luglio 1900) e l�eccidio di Buggerru (zona mineraria
dell�Iglesiente, Sardegna, 1903-1906).
In questo contesto matur� la Prima Guerra mondiale che fu originata da cause politiche, militari, economiche
e sociali. L�espansione del colonialismo, soprattutto inglese, accentu� i contrasti tra le potenze europee e alla
vigilia della guerra, due blocchi erano pronti a sfidarsi sul piano militare: le �potenze centrali� (Germania,
Austria) e la Triplice Intesa ( Francia, Gran Bretagna e Russia). La decisione di entrare in guerra fu
presentata come un�esigenza necessaria per il bene della Nazione. Si diffuse perci� un giudizio positivo sulla
guerra ritenendo che sarebbe durata poco. In realt� la guerra cre� un�occasione di ricchezza per i gruppi
industriali e le gerarchie militari e questo permise il suo prolungamento. L�assasinio di Francesco
Ferdinando, erede al trono d�Austria, per mano di un nazionalista serbo (Sarajevo, giugno 1914) port�
l�Austria a dichiarare guerra alla Serbia e in questo modo si innesc� un processo a catena che coinvolse tutte
le potenze europee ad eccezione dell�Italia che, per il primo anno, si dichiar� neutrale. In Italia si
scontravano politicamente due schieramenti. I neutralisti formati dai liberali di Giolitti, dai cattolici e dai
socialisti di Turati non riuscirono ad imporsi nonostante rappresentassero la maggioranza del popolo italiano.
Gli interventisti erano favorevoli all�entrata in guerra dell�Italia e tra loro c�erano i sostenitori del re e del
governo Salandra, i nazionalisti Gabriele d�Annunzio e l�ex socialista Benito Mussolini. Nell�aprile 1915,
viene firmato un accordo segreto chiamato �Patto di Londra� stipulato fra il governo italiano ed i
rappresentanti della Triplice Intesa; quest�ultima assicurava all�Italia cospicui compensi territoriali in cambio
della sua entrata in guerra contro l� Austria. L�Italia accett� ed entr� in guerra nel maggio 1915. I sardi
militarono in diversi reparti dell�esercito (brigate Lazio, Calabria e Reggio, Taranto) ma la maggior parte di
essi fu arruolata nella Brigata Sassari. Il 1917 fu un anno cruciale per le sorti del conflitto che, dal punto di
vista militare, fu favorevole agli Imperi centrali. La Russia era precipitata in una profonda crisi militare e
sociale che port� alla caduta dello zarismo e alla rivoluzione bolscevica, gli austriaci e i tedeschi a Caporetto
costrinsero l�esercito italiano ad una precipitosa ritirata. Dopo tre anni di guerra si diffuse in tutti gli eserciti
un clima di sfiducia e rivolta che gener� fenomeni di ammutinamento e diserzione. L�ingresso in guerra degli
Stati Uniti e le vittorie dell� Intesa portarono nel novembre 1918 alla resa di Austria e Germania sancendo la
fine del conflitto.
La crisi del dopoguerra in Italia e l�avvento del Fascismo
La guerra ebbe per l�Italia elevati costi umani ed economici, svalutazione della lira, disoccupazione di massa.
Questo disagio sociale colp� il ceto debole ma anche quello medio scatenando un�ondata di scioperi nel
1918-20 che port� all�occupazione delle fabbriche da parte degli operai. Questo clima di tensione venne
fomentato dai nazionalisti che diffusero il mito della �vittoria mutilata� facendo credere che l�Italia non
aveva ottenuto al tavolo della pace (Versailles), compensi adeguati ai sacrifici fatti in guerra. Si verific�
anche l�occupazione nazionalista della citt� di Fiume (Istria, 1919) contravvenendo ai trattati di pace ed il
conflitto fra classe operaia e borghesia industriale (1920). Nel 1921-22 l�azione fascista crebbe di intensit� e
attecch� soprattutto nella piccola e media borghesia industriale e agricola. Nel marzo 1919 Mussolini
organizz� la prima struttura dei fasci di combattimento mentre in Sardegna nasceva il movimento sardista
(PSd�Az) degli ex militari isolani. Nell�ottobre 1922 Mussolini approfittando della crisi politica, organizz� la
Marcia su Roma. Il re non intervenne e spian� la strada all�avvento del fascismo. Mussolini venne nominato
presidente del consiglio, prese il potere che esercit� dittatorialmente fino al 1943 (Ventennio Fascista).
Le opere pubbliche e le riforme realizzate dal Fascismo in Sardegna
Mussolini approv� la legge del miliardo (1923) per realizzare in Sardegna una serie di opere pubbliche
incluse nel Piano di bonifica integrale. Gli interventi della riforma furono: la costruzione del lago Omodeo e
la progettazione di altri bacini idrici artificiali, la bonifica di Arborea, della Nurra e di Sanluri, l�istituzione
della Provincia di Nuoro,il potenziamento dell�agricoltura, la valorizzazione della scuola e dell�istruzione, la
costruzione di strade, la censura sulla stampa e la perdita dell�autonomia delle Amministrazioni locali. Per
quanto riguarda l�urbanistica, le citt� fondate in tutta Italia sotto il Ventennio Fascista sono 147. In Sardegna
le pi� grandi citt� di fondazione sono tre: Arborea chiamata originariamente Mussolinia di Sardegna (1928),
Fertilia (1936), Carbonia (1938). A queste si aggiungono altri piccoli insediamenti sparsi in tutta la
Sardegna. I programmi edilizi del Fascismo dovevano riprodurre in ogni provincia l’immagine del governo
centrale e si basavano sui principi dell�urbanistica razionale. Il modello base era costituito da una piazza
centrale, nella quale era presente una Torre Littoria, attorno alla quale venivano eretti gli edifici pubblici
principali come il municipio, la chiesa, la Casa del fascio, la caserma della Milizia Volontaria per la
Sicurezza Nazionale (MVSN), l’ufficio postale, la scuola ecc. Attorno a questo nucleo centrale sorgevano i
quartieri abitati.
